chrome browser doesn't automatically load

everytime i turn off my macbook then power it up and click on chrome, instead of going to the browser, this pops up. how can i avoid this step and just have the browser open right away instead?

Safari doesn't work I've downloaded Chrome for my new 2019 macbook pro. When trying to access safari, all options are grayed out. When attempting to click on anything, a chime happens, however, nothing is able to work. I constantly have to force quit, however, nothing happens upon restart of application or computer. It's still set as default. Should i totally uninstall it and reinstall to see if that helps?

Is looks like the Application has Not Yet been installed and moved to Application Folder.
