chrome browser doesn't automatically load

everytime i turn off my macbook then power it up and click on chrome, instead of going to the browser, this pops up. how can i avoid this step and just have the browser open right away instead?

Is looks like the Application has Not Yet been installed and moved to Application Folder.

When attempting to click on anything, a chime happens, however, nothing is able to work. I constantly have to force quit, however, nothing happens upon restart of application or computer.
