Why does it say I cannot lsign out of any of my devices due to restrictions

After your suggestion of the screen time settings I disabled the screen time altogether and it fixed the issue. It’s confusing because I didn’t have any restrictions my account but I am part of a family group and our youngest daughter has restrictions on her account, but my wife didn’t have the same issue as I did. I currently have three iPhones and a tablet on my Apple ID using two phone numbers and two emails. My Apple ID is a Gmail account and I also have an iCloud mail account as a backup.

I have had problems for the last two weeks since I switched carriers and purchased a 12 mini. I’m pretty sure I clicked on a bad link in Google and within a week somebody managed to gain remote access to my phone. I went through three Apple ids and three different phones and the problem would start back up as soon as I got near WiFi. I would disable WiFi and blue tooth but through the new Game Center settings and home app they would mysteriously come back on. Eventually they would show that they were off but yet I had a large amount of data being uploaded to the cloud non stop.

I don’t see any restrictions in my screen time settings. It is strange though that it has been showing that the screen is never off.
