iPad cellular and WiFi
If I was to purchase a new ipad with just WiFi could I later on, down the road, add cellular to my iPad or would I have to purchase it when picking out the actual iPad

Cellular hardware cannot be retrofit. No hardware upgrades are available for any iPad.
You can purchase an iPad with Wi-Fi and cellular hardware, and not add a cellular plan.
