If I buy an iPad with only wifi is it possible to add cellular later ?

No.
IPads that have cellul data capability have additional, internal hardware inside for cellular data AND GPS sattelite use.
WiFi ONLY iPads lack this additional internal hardware and this cannot be simply added to any WiFi ONLY Apple device. This is simply not possible.
If you need a cellular data iPad model, you need to spend the additonal money to purchase a WiFi AND cellukar data iPad.
