Office 2019 only gets security updates and no new features. With Office 365, you'll get monthly quality updates, so your version will always be improving.

Yes, Office 2019 is supported in Big Sur, but will not be in the next major macOS release. MS only supports perpetual license software for the Mac for three OS releases, and Big Sur is number three. It will keep working for as long as you continue to use Big Sur (never upgrade the OS past it), but you'll also be stuck at that OS.
Expect a new perpetual license version of Office this fall to coincide with Apple's next OS. MS does not give discounts, or offer upgrade pricing. You'd pay full price for Office 2019 now, then full price again late this year to have a perpetual license version that will work beyond Big Sur.
