how do I open Mail in safe mode? There's a recent email that is maliciously crashing Mail very time I try to open it. So I can't start deleting emails to find which was causing the problem.

If your Mac is compatible, upgrade to macOS Big Sur, and try launching the Mail app there: How to upgrade to macOS Big Sur
If not, quit the Mail app, then press and hold down the Shift key and launch Mail again. This will open it without any mailboxes or emails selected. You'll then want to hide the message preview window by dragging the separator bar until only the list of messages shows. Then select the email by clicking it only once to delete it.
