Portrait to land scape mode

When I turn on my iPad Air 4 and then get to the Home Screen as usual but some times when I get to the home screen and the home screen is in portrait mode and when I try to tilt it it tilts but only the dock not the screen.To fix it I try to tilt it again and then it’s all ok or I tilt it after switching on the iPad and wait for 5 sec and then tilt and that time it tilts normally. I just want to know that does it happen with my iPad Air 4 only or it happens with other iPad Air 4 also

A forced-restart will often resolve an isolated software issue:

On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
On other iPad models: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.
