iPhone 11 froze and would not respond to vocal or touch commands

My iPhone 11 froze today and would not respond to vocal commands or touch commands. I tried to turn it off and it would not respond to my touch command to slide the off bar to the right. I was touching the screen everywhere and apparently the SOS emergency button responded to touch when the others would not. My phone called my local police department and texted my family contacts. That happened four hours ago and they have received a second SOS text message recently. How do I stop the emergency SOS texts?

"End a call

If you start the countdown by accident, you can cancel. On iPhone 8 or later, release the side button and Volume button. On iPhone 7 or earlier, press the Stop button, then tap Stop Calling.

If you accidentally call emergency services, you can end the call. Tap the red end call icon, then confirm that you want to stop calling."
