Unable to insert footnotes in a Pages document

I cannot insert footnotes in a book I am drafting in Pages.app with a view to producing an epub. I have tried selecting a word, clicking in front of it, clicking after it, but Insert/Footnote is always greyed out

OK, I have searched similar questions, and last year another user got the following answer:

"If you are in a Page Layout document, and entering text in a Text box, then there is no footnote insertion capability. It will remain gray on the Insert menu. Footnotes are for regular Pages word processing documents."

Is this serious? I am using the "Textbook" module, and somebody thinks textbooks do not need footnotes? Could somebody please give a proper answer? And if for whatever bizarre reason footnotes cannot be inserted in a text box, exactly how else can they be added? And if I am trying to make a book copy-pasting text from a Word file, how do I enter it if not in text boxes?

Any clarification very gratefully received.

Sorry for the delay, but I wanted to test something in Pages and then export it to ePUB. Here is one page of that Textbook Layout document as shown in Apple Books:

There is one manually inserted superscript numeral 1 after crazy; a line shape set to light gray as a footnote section delimiter, and then the actual faux footnote as a separate text box with a matching superscript 1, and reduced font text of the footnote. This is all a PITA manual approach in Pages and the EPUB exports without damaging the footnote construction.

Pages restrict footnotes to the body text of ordinary word processing documents. That means that you cannot place a footnote in a text box regardless of the document being the former, or Layout document. Other word processing applications may allow this, and you may need to reconsider your writing tool in this case.

This is pertinent to Pages v11.0 and its antecedent versions.

Thank you for that very rapid response, though I am still baffled as to why Apple would provide an application designed (in part) for the design of textbooks with that restriction. However, be that as it may...

How else can text be inserted into a Page page if not in a text box? Or is the answer that there is no other method?
