You can move apps manually and create folders on the phone as described here.

The only way to move apps on the phone is on the phone itself unless you are running a version of iTunes that still allows for app management. In that case, you could arrange the apps in iTunes as well as on the phone.
If you have a Mac you can download Configurator 2 from the Mac App Store. It’s primary purpose is to configure corporate-managed iPhones, but it does have the ability to arrange the Home screen.
