My Apple ID is the default user for my Apple TV 4K, and yesterday I added another user who has his own Apple ID. Using his account, we opened the Music App and his library was there, but when we opened the Photos App, only my photos were showing, and not the photos of the user whose account we were using. Is this the way it's supposed to be? It doesn't seem right to me.

Yes, that is how it works at this time (current version tvOS). The Photos app links to the account as set for iCloud. There can be only one iCloud account at a time, even if there are multiple users, as the iCloud account is also used for e.g. HomeKit, and you wouldn’t want to break that functionality unintentionally.
The secondary user can however share their photo library, or a part thereof, with selected other users. That would give you the functionality to see other users’ photo content on Apple TV.

I hear you, and I think there should be a way to make it happen in a future version tvOS. So give the feedback about the missing functionality.
Okay, and I can accept that. But what is different between the Music App and the Photos App? If the other user can access his music, why not photos as well. What makes photos different from music?
