qr code scanning via camera does not work

My husband and i both have the iphone xr - they are the same in every way except we may have some different apps. I can scan a qr code with my camera. He cannot. He can do it through the control center. When he opens the camera and points it at a QR Code, no yellow corners show up around the corners of the QR code like my camera has.

We have compared camera settings and QR code settings and don't have anything different that we can see.
