This update is not available for this Apple ID either because it was bought by a different user or the item was refunded or cancelled.

It means exactly what it says.
You're trying to update an application. However, the application is not associated with your AppleID (meaning you don't own the app, therefore are not eligible for updates to it).
This can happen for a few reasons. It could be that it was purchased under some other AppleID (maybe you used a different AppleID in the past? or maybe you bought your system second-hand and it was purchased by the previous owner.
It could also be that you cancelled the purchase and obtained a refund from the App Store. This would also make you ineligible for updates.
