Screen Time not working on some games apps - can't control kids' usage

I've set a screen time limit on my son's iPhone SE to limit some games apps, but I noticed the limits only work on some apps and not others. I can tell as some apps display the hour glass and are grayed out, but some apps (see list below) cannot be controlled this way, even when I use "Downtime" and tried to limit usage for apps using the "All Apps & Categories" filter, which should have blocked everything! This is very frustrating, as I don't mind my son playing games, but as long as I can control the content and time but don't understand why some games apps seem to be designed to evade Apple Screen Time. The IOS is up to date and so is the app, I've restarted the phone, and signed out and re-logged in but everything I've done has been unsuccessful. Are there some steps in Screen Time I have missed? Please see list below for the apps that cannot be controlled by Apple Screen Time:

As a follow-up, I found one more app (Knives Out - see #6 in updated list below) that couldn't be controlled by Screen Time. I also attached a screen cap showing which apps can be controlled by Screen Time (PES 2021 and Discord) and those that don't work (all the others).
