FaceTime and WhatsApp call to one person not possible

Why can I not FaceTime or WhatsApp call to a specific person which was not a problem in the past. He has the same problem with only me. We can FaceTime and WhatsApp from our other iPhone mobile phone with different phone Number

Make sure neither of you has the other blocked.
