I was buy from apple store a laptop and it was shipped to my usa postal and when the arrival to saudi arabia the tack tax again can o refund usa tax ?

You'll have to ask your Government for a tax refund. You bought the computer in the US for delivery in the US. You bought it in a State that charges tax. Why would they refund the tax? The fact that you then had the computer shipped oversees is your concern not Apple's.
