Voice over LTE (VoLTE) must be provisioned on your account by your carrier before you can enable it. And it has nothing to do with video calls. If you have a problem with video calls it is a different issue. Why kind of video calls are problematic? FaceTime? WhatsApp? Signal? Telegram? Skype? Duo? Symphony?
