Have you tried deleting the account, restarting the device, and then adding the account back?
Mail – Setup on a device  Â
Mail - If you can’t send email on your iPhone, iPad, or iPod touch
Mail - If you can't receive email on your iPhone, iPad, or iPod touch  Â
Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch    Â
Try a forced restart.
Reset Device. Â Â Â
If necessary
Hard reset. Â Â Â Â
Do a backup and try a factory reset. Then restore from your backup.
Restore to Factory setting. Â Â Â
Restore - If you see an error when you update or restore your iPhone, iPad, or iPod
Backup - Restore your device from an iCloud or iTunes backup. Â Â Â

Thanks Eric. I received help from Apple and was taken through a process where I reloaded the app and then went to iCloud and connected mail by clicking mail as an app using iCloud.
You are welcome.
