Quick Start did not transfer photos

I just acquired a new iphone 12 Mini. I transferred all the data from my old iphone 8 to the 12 Mini. Everything got transferred correctly except photos. No photos got transferred. Lucky that I noticed before I reset the iphone8. What am I doing wrong? How do I ensure photos are also transferred from my old phone to the new one?
