Restore from iCloud to new se 2020. Very frustrated. Transferring data from old to new gets stuck on installing iOS 14.4.2 Read workaround to set up as new and then restore from iCloud but can’t help please ready to send it back

Thank you so much for replying. However chicken and egg situation. Cant install software and when restoring backup either from iCloud or directly form my old SE it gets stuck on preparing to install
so not getting anywhere. Seems lot of new phone owners have the same problem but .......
