How do I get the volume to work from the Apple TV remote if I don't have the original TV remote?

How do I get the volume to work from the Apple TV remote if I don't have the original TV remote? HDMI CEC is on and everything else is setup correctly as far as I can tell, but there seems to be no way to setup the Apple TV remote to control volume without the original TV remote!

The Siri Remote should be able to control the volume on a TV directly through its IR transmitter, automatically for many TV models. For TVs that require a different non-standard signal, the Siri Remote can be programmed to accommodate. That learning of a new device may require a working TV remote, though.
