iCloud Storage downgrade

Hello - once I downgrade my iCloud storage, will I still be able to access and download my files on iCloud? Or, does Apple restrict access or delete any of my files stored on iCloud? I will have only 5GB of storage after downgrading, but I have over 100 GB of files on iCloud.
