factory reset

i recently got my moms old macbook air and attempeted to factory reset, in the midst i think i deleted something. now it wont let me restore from back up or start new

I am not sure which method you are utilizing to factory reset your MacBook Air.

You can enter ➔ macOS Recovery Mode and reinstall the macOS and see if that solves it.

As @ Alex Foley suggested to reinstall juts be certain the have a reliable Internet connection at the time of going into Recovery Mode.

Other Option - again in Recovery Mode and attach Time Machine Backup and Choose Restore from Backup
