How to downgrade iOS of iPad mini 2?

Hi adgocela, Apple frequently stops signing iOS and iPadOS releases which means;

• if you’re on an older version, you can only update to the latest version
• if you’re on the latest version, you cannot revert to a previous version

You can't. Apple generally only allows downgrading when it's from a beta.
