i cancel all subscriptions , but some of them are still active for long time ( were paid for 1 year )
how can i change country region without waiting end of subscriptions?

As you are finding, subscriptions will continue until the expiration date. Canceling them just tells them not to renew after that date. To have it end before that date you need to contact Apple and explain you need it to end immediately.
