My Memoji icon hasn’t appeared above my keyboard?

Not on your iPad model.

Memojis can be created on iPads (or iPhones) which use TrueDepthCamera, as per this support page:--> Use Memoji in Messages on iPad - Apple Support

Missing icons in IOS (16.1 updated) An "AccessibilityUIServer" missing icon in iCloud settings within iOS 16.1.
