This folder appears in my library. I noticed it because it had a red minus sign.
Is it something to be concerned about? I will be wiping the drive and reinstalling in the next day or so.
The red minus sign may have something to do with restoring from a Time Machine backup with a different user id or name than you are currently using. Based on your intent to replace the operating system, this won't be an issue afterward.

The folder contains add-ons for AppleScript. I don’t know why you don’t have any access to it.
It doesn't appear the folder in Big Sur contains anything.
It used to have a few extensions created by Apple. I guess they rolled those into AppleScript itself.
The folder “ScriptingAdditions” can’t be opened because you don’t have permission to see its contents.
