All downloaded apps moved to “Other” folder in the Library. They were split normally before today
I rebooted my phone, it didn’t help. Then i just downloaded a new app, and it helps

It is a well-known bug. I've had luck with this "trick" on my girlfriend's iPhone.
Luckily she did not have that many apps, so I deleted all her apps, so I went to:
Settings -> Home Screen and chose Add To Home Screen.
Then I rebooted her phone, and installed her apps again. After that, her apps were in the right categories.
This is not a solution if you have ex. 150 apps. Luckily she only had about 30, so it was a manageable project which luckily succeeded. There is no guarantee that it will work for you. But would like to pass on my experience.
