How can i fix the problem with sharing notes?
I get the following error:
COULDN’T CONNECT
There may be a problem with the server. Please try again later.

The biggest thing that stands out here is that you have your device in Low Power Mode which prevents iCloud syncing and seems like the most likely reason you may be experiencing this behavior from the screenshot you've provided us with. Please disable this feature under Settings > Battery, ensure you're connected to a reliable network whether that be cellular or Wi-Fi, and test things out further.
