How to restore a specific update on my iPhone 6S from iTunes on a Windows PC

I restored my iPhone 6S and am missing files - all my music and voice recordings. How do I go back to a previous backups and choose a selected backup to restore from?

iPhone 6s, iOS 14

See Archive iPhone backup in Windows - Apple Community for some background. iTunes typically keeps one rolling backup per device, you won't have older backups that you can restore unless you have snapshots of your computer stored in another backup system. iTunes backups don't include media, that's gone unless it is stored on your computer in which case you can sync it to the iPhone from your library. Voice memos ought to have been included unless perhaps you've selected some option to keep them in the cloud, in which case they should be there when you're signed into your Apple ID.

Thank you for you swift, but inevitably painful answer. I have copies of the music on my PC hard drive, but the voice memos - an hour or so of my Mother-in-Law telling the stories of her youth, amongst other recordings were only on the iPhone.

As you say, "Voice memos ought to have been included", but weren't and now treasured memories are gone! It's a real pity the local lad from an Apple agency in Penang did not warn me of this anomaly when he told me to reset my iPhone to "fix" a battery issue the phone is experiencing! That the "fix" did not work makes this loss all the more galling. A tragic learning experience, but, thank you for your insight.
