coloured Spin cursor

there are 2 types of spin icons that appear a coloured icon and a blue. Can anyone tell me what the represent?

MacBook Pro 13″, macOS 10.15

The spinning pinwheel is a variation of the mouse pointer arrow, used in Apple's macOS to indicate that an application is busy. 

The blue spinning cursor is sometimes also referred to as the “JavaScript pinwheel” which gives a clue to its usage. The blue beach ball is usually shown when web content is in a wait state. That content can be Flash, JavaScript, CSS, or pretty much anything else.
