How to change video playback settings for iPhone apps

I just watched a full episode on Showtime TV that I just downloaded and now it won’t let me continue. It’s saying you have restricted video playback to Wi-Fi connection. If you want to play video with your cellular connection, Change your selection in your video playback settings. I don’t understand I just watch the full episode why is it telling me this now and I have no idea where to go on my settings and change this.

Thank you for participating in the Apple Support Communities. We understand you're unable to stream video over a cellular connection when using the Showtime app, and we'd like to assist. Have you checked what settings are available in Settings > Showtime?

You may also want to make sure you're not in Low Data Mode:

You can also check your cellular data usage for that app and make sure it's still turned on:
