When i change in playback speed in youtube video in safari then i get bad audio quality.
But then i do same thing in other browser like Microsoft Edge or Google Chrome then i don't get bad audio quality.
I think this is safari glitch or problem so please SAFARI team work on that and solve it and give same quality of audio as other browser.

For Macs( M1)with Apple Silicon inside, resetting PRAM or SMC is not applicable.
Startup in Safe Mode.

Launch Safari holding the shift key down and test.
Clear all website data

Try resetting PRAM.

Quit safari. Launch Safari holding the shift key down. Now try the video.
In PRAM setting i can't solve it because in this link Reset NVRAM or PRAM on your Mac - Apple Support there is Label "This article applies only to Mac computers with an Intel processor."
And i'm using new M1 chip MB Air.
So please give other to solve this.
