The short answer, highly unlikely and at best only in part.


The long answer:


Please read the links provided below.

My interpretation as a user like yourself is balance cannot be transferred from one service such as the iTunes Store to another such as Apple Pay. You also cannot get a cash refund for unused balance unless you live somewhere that specifically allows for this. In the USA only a few states have laws letting you request a cash refund for unused gift card balance and typically this is only for small amounts (a couple of dollars). Using the link below for contacting Apple Support is probably the easiest way to find out what may be possible for you in this situation.
