Face ID Is Not Available

I purchased a used iPhone X. It’s been completely wiped, reset, and updated to latest IOS. When attempting to setup Face ID, it displays “Face ID Is Not Available”. I’ve done everything I could find to attempt to resolve but still no luck. Anyone else experienced this condition?

If you already tried (to no avail) ALL the steps provided in this support article:--> If Face ID isn't working on your iPhone or iPad Pro – Apple Support

make an appointment and have your iPhone inspected at an Apple Store or Authorized Service Provider among this list:--> Apple – Location Selector
