when callers try to leave a voicemail, it says my mailbox is full. but there are no messages in it

VoiceMail is carrier specific service. The messages are full at the Carrier's server end. Contact the Cellular Service provider and get to know the process of deleting from their server
Before that store all important voice mail on your iPhone and then delete from the carriers' server
