audacity 3.0 download problems

I downloaded the latest version of audacity but now I can't access most of the plugins or effects. Whenever I try to enable something, it says all my plugins are already enabled. Anyone have any ideas? I'm not sure if this is an issue with the software or my computer. I've updated to Catalina 10.15.7 (don't have enough storage for big slur), and I've tried re-installing the software multiple times as well as restarting the computer.
