I am not able to log in certain websites

I constantly get this message below when trying to access it.

Access Denied

You don't have permission to access "costco.***/" on this server.

Well the message is clear, "You do not have permission to access the website"

Apple has nothing to do with the Reference number or any 3rd party websites.
