You can’t. Apple TV (3rd generation) will give you access to the services as listed on the home screen. Users can’t load additional apps to it. Later models do have an on-device App Store to install more apps, though. The Hallmark apps [1] [2] require Apple TV (4th generation or later) running tvOS 13 or later.
