Hello I am currently trying to to upgrade my Mac to 10.13 but can't seem to find the upgrade just the later versions. Any suggestions?

Start here > How to get old versions of macOS - Apple Support

When you use the download link there, use only Safari to select and download the installer.

Which macOS versions are available depend on which Mac is in use, model and year. Some of the older Macs cannot upgrade to High Sierra for instance, and El Capitan may well be the last version available for them. If you're not sure what your options are, use the > About This Mac, and post the Mac model and the year, and we can check the upgrade options available to you.

Whichever Mac that is, High Sierra is the limit.

(Though the Mac model wasn’t mentioned, only the Mac Pro 2010 and Mac Pro Server 2010 are that old or older and can still get to Mojave, and neither of those was updated for 2011. So... High Sierra is the end for that Mac, whichever Mac that is.)

The High Sierra download link is in the previously-linked article, and you must use Safari to download the High Sierra kit.
