How to restore external an hard drive backed up time machine?

Try this:

• Click "Go" (in the top menu bar) > Computer.
• Enter the Time Machine, and select a backup.
• Select the disk, and restore items, according to: Restore items backed up with Time Machine on Mac - Apple Support.

Go into Time Machine while on the Desktop and go back in time to a point where you know you have a valid backup of the EHD. In the Finder toolbar under Path select the Macintosh HD icon to get all of the drives and EHDs that existed at that time:

In my case the drive had that strange number as a title but was the same as the Macintosh HD that most get.

Then the backed up EHDs will show:

Give that a try and see if you can find the EHD backup via Time Machine.

Since your photos drive is an external HD go into Time Machine and look for it in the sidebar. Scroll back to a time when you know it had all of your photos select it and restore.

And you tried entering different dates in Time Machine using the right side date selection?

Then go ahead and restore it from viewing the Time Machine drive in the Finder. Copy and paste it from the Finder window of the Time Machine, and paste it in a new location.
