iOS update

Hello, I have in my ip5c iOS 10.3.3 and I can't update because I have an info that is current version. But when I want to download some apps in Apple Store I have info that to download I need minimum iOS 12. What can I do now?

So it means that I can't download e.g. Instagram app because I need iOS 12 but I can't update it?
