How do I open a PDF on my iPad and read it using the Books app?

I have a PDF stored in iCloud. Using the Files app on my iPad, I can see the PDF and open it. How do I open the PDF and read it using the Books app on my iPad? IOS 14.4.2. When I click the "send" option related to the file, several apps are presented but Books is not one of them.
