I placed my iPhone 7+ next to my new iPhone 12 and transferred the data but it only transferred partially. So than I backed up the iPhone 7+ to icloud. How do I import it to my new phone. Do I have to erase all content and settings, reset all setting, or can I leave it as is and manage to transfer the data from iCloud?

You will have to erase the phone and then restore from backup or transfer from the other device as before.
