My son keeps getting inappropriate spam text messages from various phone numbers. I block each one, and the next day a new number shows up. I already did the filtering option to send to another folder, but it all still pops up so that’s useless.

That only works with iMessages. It will not block SMS or MMS messages.
If your son is a child, report them to the police, the FCC, and your cellular carrier.
What you CAN do with SMS messages is forward them to 7726 (SPAM) and your carrier will block the number. This doesn’t help if the come from different numbers every time, of course.
It is not possible to block phone numbers that have not been manually added to the block list.
But you can sort messages from unknown phone numbers on a separate list. It's might make it easier to clean up in.
Go to:
Settings -> Messages -> enable Filter Unknows Senders.
EDIT: I overlooked that you have already used that feature. Sorry. No then unfortunately there is nothing to do.

I remembered it as if it sorts in both iMessage and regular SMS messages.
Can you block all text messages from anyone not in your contacts?
