I purchased a previously owned Series 3 Apple Watch and it's stuck in Activation Lock. I do not have the previous owners information. I purchased from a vendor called Overstockz from the Mercari app. How can I pair the watch to my nephew's phone. I bought the watch for him.

It's no different than if they sold you a Watch with a smashed screen. Your seller should have prepared the watch for that sale first. Otherwise there is nothing to do. Check the detail in here:

If they can't or won't then get your money back or recycle the watch and put it down to experience.
