Is there a way to suggest a response to be starred as the “Solved” answer to a question?

It is up to the original poster to select the post that best solves his/her issue. It does not matter which response you think is a better solution. You can post a follow-up response stating that you prefer another post as the solution.

The longer you use these forums, the more you'll realize the post marked Solved often has nothing to do with the question. A common result is someone will indeed post the solution, but the person who started the topic will mark their one word response of "Thanks" as Solved.

And, another possibility: there is neither a solved or helpful marked even though the OP posted "great, that worked". Or, they do not come back to the thread at all (which happens quite often). I guess the best way is not to rely on the solveds or helpfuls.....

And I forgot to mention: the search function here is not the best either....... There could be double postings because people either don't know if it's hardware or software related, so one posts in the Mac OS forum while someone else posts in the iMac forum. Although we do ask the hosts to move it if it is obvious. But, there are more than 3 million users here, so there are too many new posts to get a grasp.
