We see that you're looking to reinstall your apps after you have transferred your information to your new iPhone, but you're seeing one app in particular that isn't downloading. We'd be glad to see how we can help with this.
Have you tried to download the app while connected to a different Wi-Fi network to see if the results are any different?
Are you seeing that the app icon is on your Home Screen, but requiring the download or are you searching within the App Store for the app to download?
When you initiate the download, do you see that the installation attempts at all?
If you're seeing that the app is on your Home Screen and that's where you're initiating the download, can you try downloading the app via the App Store? If this remains the same, see if you can delete the app from your iPhone then try the download fresh from the App Store.
