How do I download the photos from my phone to my PC. Without needing to stay signed into the icloud app? All the photos say in the cloud and I selected always keep on this device, then signed out of the icloud app and everything is gone again.

You must be authenticated to Apple's iCloud server to see your protected content.
When you sign out, that secure connection ends.
